Shuuichirou Keido heads the GHQ Anti Bodies and is a major antagonist.
Story spoilers
He seeks to eliminate the Apocalypse Virus through total purification by killing infected individuals, later seizes command of GHQ after a coup, and plans to revive Mana by transferring her soul into Inori's body. His plans are foiled by Gai and Shu, and he is later revealed alive as president of Japan's provisional government.
