Story spoilers
He is Xiang-Ying's father. For a time, his twin brother Li Qian-De was actually directing Zheng Dao Hui while Jian Qiang raised a family; after Qian-De's death, Jian Qiang assumes the organization's duties. He is burdened by the fact that Xiang-Ying became an assassin within his own organization and asks Ryo to care for her rather than reveal her true parentage. “Ah-Xiang” is the affectionate nickname he used for her when she was younger.
