Yumeko Jabami's growing influence at Hyakkao Private Academy coincides with a decline in the student council's authority. With internal disorder spreading, council president Kirari Momobami introduces a new gamble capable of reshaping the school's power structure: an election for the next president.

Every participant begins with one chip, and after thirty days the person holding the most will become president of the Momobami Clan. At Hyakkao, however, gambling rarely involves only simple stakes. Students can wager far more than their chips as alliances, ambitions, and rivalries intensify around the election. Yumeko enters the contest in her usual fashion, willing to risk valuable prizes for the chance to gamble against opponents who are equally determined to climb to the top.
