Chiho Saitou is a manga artist and member of the Be-Papas collective. She debuted in 1982 with Ken to Madomoaseru and won the 42nd Shogakukan Award in the shoujo category for Kanon in 1997. She is credited with the original plan for Revolutionary Girl Utena and its film The Adolescence of Utena.
