Story spoilers
She does not wear the Silver Cloth until reaching Sanctuary. After Pegasus Tenma's apparent death at Alone's hands, Yuzuriha finds his dying body and persuades Unicorn Yato not to attack her. She takes both of them to Jamir, gives blood so Hakurei can repair Yato's Unicorn Cloth, and is later sent with Yato into the Underworld to rescue Tenma's trapped soul.
