Story spoilers
Li was formerly the bodyguard of the eunuch Gaohai. When Gaohai places Zero above the Empress and recognizes the United States of Japan without proper authority, Li executes him for lèse majesté. His cooperation with the Black Knights is ultimately tied to his own plans for China rather than simple allegiance to Zero.
