Tsukiumi is Sekirei No. 09, a water-powered fighter with a short temper and an aggressive, tsundere personality. She initially wants to prove that a Sekirei can become the strongest without relying on an Ashikabi and even threatens to kill any future Ashikabi she reacts to.

Story spoilers

After meeting Minato, Tsukiumi is persuaded to become his fourth Sekirei. Her outlook changes significantly after being winged: she grows jealous around other women, calls herself Minato's legal wife, and later says that her goal is to become strong enough to protect and live with her Ashikabi forever.
