Story spoilers
Her hatred stems from a childhood attack in which everyone at her school except her was killed or eaten. When Kazuki tries to save her, she revives him with a kakugane and intends to keep him from being killed again. Tokiko is later assigned to attend Kazuki's school by Captain Bravo. Over time she falls in love with Kazuki and remains with him at the end of the story.
