Takeshi Hirokawa leads a cabal that includes Parasites such as Reiko and Gotou. The group pursues political influence to establish hidden feeding safehouses.
Story spoilers
Hirokawa wins election as mayor of East Fukuyama City on a locally focused environmental platform. Hirokawa is secretly a radical environmentalist who believes Parasites exist to reduce the human population. When police kill him, they discover that he was entirely human rather than a Parasite and had been a Parasite sympathizer.
