Story spoilers
Makishima is the mastermind behind many cases investigated by the Public Safety Bureau, including the case tied to Shinya Kogami’s demotion to Enforcer. Despite murderous intent, his hue remains pure white because he is described as criminally asymptomatic. Kogami attributes Makishima’s Psycho-Pass to earlier hardships and being “unrecognized” by Sibyl, while Makishima himself believes isolation made him stronger.
