Shizuri Mugino

Biography
Shizuri Mugino is Academy City's fourth-ranked Level 5 esper and the leader of ITEM. Her Meltdowner ability fixes electrons in an ambiguous state between particle and wave, then projects them as destructive beams capable of melting through almost anything. Despite a gentle appearance, Mugino is aggressive and battle-hungry, looking down on those she considers weaker while still showing a degree of concern for her teammates.
Story spoilers
During the conflict among Academy City's underground organizations, Mugino is defeated by Teitoku Kakine, kills Frenda for betraying ITEM, and later fights Shiage Hamazura. Hamazura defeats her, leaving her without an eye and an arm. Mugino resurfaces in Russia with replacements and becomes increasingly obsessed with killing him before eventually making peace with both herself and Shiage. In New Testament, she has a mechanical eye and prosthetic arm, reconnects with ITEM, regrets Frenda's death, and behaves far more kindly than before.
