Shizuka Tsuzaki is the leader of Angel and Aoba's mother, directing the organization against the mysterious Kodai-Jinki.
Story spoilers
Shizuka orders Aoba's kidnapping because of her cognate abilities, while secretly intending to turn her into a killing machine that will help her and Kokushou destroy the world. After the Venezuela conflict leaves Shizuka severely traumatized, her life is eventually used to create the clone Shiva.
