Seiichirou Tatsumi is the Shokan Division's secretary, a former accountant who works mostly behind the scenes handling paperwork.
Story spoilers
He died at 29 and became a Shinigami. Tatsumi once served as Tsuzuki's partner for three months before stepping away because he could not cope with Tsuzuki's pain. He recalls trying to care for his grieving mother and believes he killed her—or at least holds himself responsible for her death.
