Sei is the group's leader and hired Jo and Meg to join it alongside Kyohei. She was raised in a powerful Chinese family connected to Bai Lan and trained in her clan's ways.
Story spoilers
The clan's partnership with RAPT disgusts Sei and forces her to do work for RAPT in Bai Lan's name. Encouraged by her grandfather to choose her own path, she rebels against her organization and opposes RAPT. Later she is shot multiple times by a cyberoid, and her survival after an explosion is left uncertain.
