Sanga is the manipulative and ambitious dictator of Last Land, controlling its people through false idols such as Bista and Sāra.
Story spoilers
Kenshiro kills Sanga, and while Kenshiro is away retrieving medicine for the sick Bista, Sanga's estranged son Seiji usurps Last Land. Sanga had been cruel toward Seiji and abandoned him in the wasteland as a child. It is later revealed that Sanga did this because he loved Seiji and wanted Seiji to become stronger in harsh times.
