LOAD GALAX / Rui-Rui

Biography

Rui Ninomiya created Director X and the GALAX Network. He wields an alien power called Crowds, using people connected through GALAX as avatars under his control, and manages the system through a NOTE like those used by the Gatchaman.

Story spoilers

Rui obtained his NOTE from Berg-Katze rather than through the same route as the Gatchaman. Instead of transforming himself with it, he initially transforms others, later gaining a Gatchaman battlesuit after the Crowds Incident in Tachikawa City.
