Reisi Munakata

Reisi Munakata is the head of SCEPTER4 and the Blue King. Sophisticated, observant and composed, he tends to approach conflict cautiously and prefers negotiation when possible, while still being willing to fight. His blue power is described as lightning, with an aura that has the defensive potential to protect both him and his subordinates from Mikoto Suoh's flames.
