Story spoilers
Ragna is Jin's biological brother. His right arm is mechanical after his original arm was severed while Jin was under Terumi's control, and Rachel later revives Ragna as a vampire. The Azure Grimoire he carries is only part of an imitation, while Noel Vermillion is connected to the true Grimoire; during Continuum Shift, Ragna takes Noel into his care.
