Story spoilers
Noel is an artificial human, suffers from amnesia and is revealed to be μ-12, predecessor to ν-13 and a replica of Saya. She survives the destruction around Ikaruga, later becomes the “eye” and true possessor of the Azure Grimoire, and, in Continuum Shift, eventually stays with Ragna, who begins caring for her like he once cared for Saya.
