Mutsu

Mutsu is the Kaientai merchant fleet's 24-year-old second-in-command, but in practice she runs the organization because Sakamoto Tatsuma constantly disappears. His absences become so routine that she once installs a homing device in his pistol so a gunshot can reveal his location.
