Minai Ruo is the Shikabane Hime of Shuuji Isaki, her Contracted Priest, who treats her like a "tool."
Story spoilers
After Isaki is murdered by youngsters, Minai nearly loses control of herself and risks becoming a normal Corpse. She might have become Ouri's Shikabane Hime if Ouri had stayed with her at the bar Sadahiro runs, but Ouri leaves to distract the others without knowing about "passing contract."
