Leon Epstein is Felicia Epstein's brother and went missing five years before the story's events.
Story spoilers
Through a message carried by android 1019, he reveals that he lives in the post-war utopia Oz and invites Felicia to join him. Once she arrives, Leon is revealed to have suffered a mental break and plans to use Oz's technology to control humanity through warfare. After Felicia and Mutou thwart him, he transfers his consciousness to a child's body but is killed by one of his own android creations.
