Biography
Lacia is an hIE gynoid who escaped from Memeframe Corporation's Tokyo Laboratory. After meeting Arato, she asks him to become her "Owner." She carries a black casket capable of stopping bullets and generating electromagnetic fields that can disable electronics over a wide area.
Story spoilers
Arato falls in love with Lacia, and she begins to return his feelings. In episode 24 she is deactivated after being damaged in battle, but she had transferred her consciousness to a central computer and later returns using a remodeled hIE body. Her original purpose was to automate humanity; after Arato's confession, she instead pursues a plan to shut down Higgins and replace it in an effort to rebuild the relationship between humans and super AIs.
