Kouyuu Li

Kouyuu Li is Vice-Secretary of Civil Affairs under Reishin Kou. An orphan adopted by Reishin, he becomes the youngest person to pass the official examinations at 16 and earns the top Jougen placement. Brilliant but famously directionless, he can become lost within the palace almost immediately and often works closely with Emperor Ryuuki.
