Kelvin Baron created Noah's Ark Circus and is called Father by its tier-one performers. Except for his left eye, his face is hidden by bandages, and he has known Ciel since Ciel was a child.
Story spoilers
Kelvin uses the circus to lure children, brainwashes them into serving him, and shows no concern for their safety. His fixation on Ciel is implied to drive the kidnappings; after undergoing repeated surgeries and recreating the room where Ciel was once imprisoned, Kelvin is ultimately killed by Ciel and his mansion is burned by Sebastian.
