Biography
Ra-Kan is the leader of Zuuri, a nation conquered by Digald, and remains a hunted figure wherever he travels. Patient with others, he agrees to help Ruuji after Ruuji's village is attacked and its generator damaged. Ra-Kan once surrendered his castle to avoid loss of life, a decision he later regrets because he believes it helped Digald expand.
Story spoilers
Ra-Kan eventually returns to war by organizing the Digald Suppression Army from a rebuilt Zuuri. He is presumed killed after Jiin fires a gravity-particle cannon during a battle with Georg, but BioTricera’s shields save him and he returns for the final confrontation with Jiin.
