Story spoilers

In the movie, Kachou is suspended from command and jailed after being linked to Emoto and the Hachi-Ichi-Go crisis. He later explains his past connection to Emoto, and Emoto ultimately shoots him in the leg during the Tokyo Tower confrontation, helping prove that Kachou was not his accomplice.
