Joushuu Kasei is the chief of the Public Safety Bureau. She discusses classified matters with Ginoza, places great trust in him, and wants Shogo Makishima captured rather than killed.
Story spoilers
Kasei is later revealed to be a robotic body used by the Sibyl System to run the MWPSB, becoming operational when one of its members' brains occupies the shell.
