Jouganki

Jouganki is a high-ranking member of The Third's council. Calm and confident without being overbearing, he takes a strong interest in Honoka and seems to share some history with her. Honoka wants nothing to do with him and complains about his constant interference, but Jouganki keeps a watchful eye on her from Hyperius.
