Isaac Gilmore is the sixty-three-year-old lead scientist of the 00 Cyborg program. Though outwardly dutiful, he distrusts Black Ghost's plans. After completing the cybernetic enhancement of the first nine 00 Cyborgs, he deliberately allows them to take him hostage and becomes their adviser and father figure, helping with strategy and with adapting to their mechanical bodies.
