Story spoilers
Haruhiko's true previous-life identity is Shukaido. He is racked with guilt over the terrible thing he did to Shion in that previous life. Following Rin's instructions, however, Haruhiko falsely claims that he is Shion's reincarnation. Rin's machinations and the group's piecing together of their moon memories lead the other reincarnates to fear Haruhiko even though he has not actually done anything to them. His resemblance to Shion is tied to Shukaido's obsession with Shion when he died.
