Genkaku Azuma is a squad leader of the Undertakers, Tamaki's anti-Deadman enforcement group. Calling himself a "Hyper Monk," he dresses like a monk and carries a guitar that can function normally, fire shock waves, or split into two machine guns.
Story spoilers
Genkaku killed Nagi's wife two years earlier and took an interest in Nagi, claiming he possesses the insanity befitting an Undertaker. A later flashback shows that Genkaku was once a quiet young monk who endured sustained abuse at a monastery; after the Tokyo explosion, he snapped and killed the three men who had tormented him.
