Story spoilers
Behind her responsible image, Elletear is manipulative and works to overthrow her mother, the Sovereignty's queen, after past neglect and being regarded as weak in astral power. She feeds false information to the masked man and acts alongside the eight great apostles in an attack against an independent nation should that nation side with them or the Sovereignty.
