Biography
Akira, codename Number 28, is an approximately eight-year-old subject of the Japanese government's secret ESP project.
Story spoilers
His psychic power is so immense that it inadvertently causes Tokyo's destruction in 1988, after which he is secretly sealed in a cryogenic chamber beneath the ruined city.
In the manga, Akira physically reappears after Tetsuo awakens him. He loses control again after witnessing Takashi's murder, contributing to Neo-Tokyo's destruction, and later becomes the symbolic figurehead of the Great Tokyo Empire while Tetsuo actually directs it. Near the end, Ryu shoots Akira, who then joins Takashi and the other institute children in absorbing the out-of-control Tetsuo.
