In an alternate Meiji Era, Ryunosuke Sakamoto returns to Kyoto from Shanghai with his youkai companion Nekomaru. Because youkai must be licensed to live freely among humans, the Kidou Shinsengumi pursues unlicensed creatures while clashing with the Tsubamegumi, which resents the new law.
