Doubutsu Tonarigumi

An animated film connected to the Tonari-gumi neighborhood-community system, a wartime Japanese national mobilization program organized in small groups of households. The system was used for rationing, mutual assistance, and monitoring suspicious behavior, and the same-titled song helped promote it with a cheerful melody.
